SeaPort-e is the Navy Systems Commands’ electronic platform for acquiring support services in 22 functional areas. In 2014, Arrow Solutions Group was awarded a prime contractor on the SeaPort-e contract.

The Seaport-e Team

To best support SeaPort-e services, the Arrow Solutions Group Team is comprised of ASG and subcontractors Orion System Integrators, Inc. and System Edge LLC.

This depth and breadth of experience encompasses a long-term partnership with NAVSEA and includes the design, manufacture, deployment, training, maintenance, and modernization of many of the systems in the Fleet today.

Seaport-e Support

In order to ensure the quality of services and compliance, Arrow Solutions Group (ASG) uses an established set of standards and processes. The principles of these two important elements are established in the subcontracting agreements, service level agreements (SLA) and Quality Control (QC) Plan. Our Quality Control Team and QC Manager work with our internal processes, including the Task Order Management System (TOMS, ) to track and measure subcontractor performance.

Our PMO houses a full-time QC Manager, at no cost to the Government. The QC Manager along with other technical specialists (included on a TO requirement basis) will constitute a Quality Control Team (QCT). The QCT will:

  • Continually monitor the team’s performance against the Acceptance Criteria and Service Level Agreement using:
    • TOMS
    • Internal audits
    • Survey’s
    • Other internal processes
  • Invite recommendations to improve the in-place organizational structure and management processes.
  • Identify the root causes of variances from the Acceptance Criteria.
  • Implement corrective actions and regain control of non-conforming product or services.

Our Seaport-e Program Manager and Task Order Project Managers will use our proven, secure and cloud-based Task Order Management System (TOMS) to:

  • Track, monitor and control task activities.
  • Measure performance across all and simultaneous Seaport-e TOs.
  • Generate automated status and performance reports for the Navy and Marine Corps stakeholders on a real-time basis.

TOMS identifies activity dependencies and interdependencies across task assignments, and integrates these activities into an overall performance process, ensuring adherence to a pre-defined ‘Performance Tracking Metric’ (PTM) that measures Quality, Effort, Schedule and Cost on an ongoing basis. This will ensure on-time and within budget delivery which will result in huge cost savings to the Navy.
